Kayama Licca attends Saint Terejia Gakuen, a third grader. She has a magical bracelet, the Calling Ring, given to her by her grandmother. Her grandmother senses coming danger when an exhibit on the Fantasy Culture comes to town. She knows someone is coming for Licca, the princess. If Licca gets into trouble the bracelet sends a signal to the pendant worn by her grandmother. Her grandmother then stands before Doll Licca and the Doll Knights and recites the magic words to bring them to life. Doll Licca then flies to the aid of the princess she's sworn to protect, the princess of the Doll Kingdom. Doll Licca and the Doll Knights can make themselves human size if they wish. They fight to protect their princess from Dr. Scarecrow.
Licca first began as a doll line and the anime was created for little girls around her concept. Based on the popular Licca doll in Japan (Barbie might be the equivalent in the United States, popular doll line that's spawned film, etc from it. Lady Lovelylocks would be another). Takara first created the doll in 1967.
Too, before Licca was given an incarnation as a magical girl series in 1998, she appeared in a series of OAVs before this that were non-mahou shoujo in nature. Licca Fushigi na Fushigi na Yunia Monogatari transported Licca, her cat, and her stuffed toy Dodo to a whimsical world similar in adventure to Alice in Wonderland or the Wizard of Oz. Licca-chan Fushigi na Mahou no Ring centered on a carnival and adventure that takes place in one night where Licca finds a magic bracelet housing the spirits that control night and day, and she and Peter must protect a magic ferret who is the day spirit from the three night spirits who don't want the day to return. And the whole OAV plays out like an adventure similar in dream-like structure to the Nutcracker or Midsummer Night's Dream. The other two OAVs are Licca-chan no Nichiyoubi and Licca-chan to Yamaneko - Hoshi no Tabi.
