Meimi's father is a magician and her mother is an ex-thief. Meimi follows in the footsteps of both. Her best friend Seira is a nun-in-training. This gives her the advantage that people come to her for advice or to have someone to confide their troubles in. Seira then tells Meimi who transforms into Saint Tail to right whatever wrong has been done. It's hinted then that her powers may be from God or at least she and Seira are doing God's work looking out for the innocent and that need their help. She may be a thief, but she's of the Robin Hood variety. She only takes things that have been stolen from their rightful owner and returns them. Asuka Jr. is the young detective, and her fellow classmate out to catch Saint Tail. He's determined no one will capture her but himself. This is partly from his pride as a junior detective and partly his protectiveness of Saint Tail.

Besides our cute heroine, the charm in this series is the interaction between Asuka Jr. and Meimi. He seems to already realize Meimi is Saint Tail, but chooses to remain ignorant or let her reveal herself in her own good time, and meanwhile repeatedly be in awe of her skills and her continuing to do something nice for someone else. Meimi meanwhile is frustrated at the difference in treatment she sometimes gets from him in her normal position as Meimi versus her alter ego Saint Tail. She likes Asuka Jr. too and wants him to like her just for Meimi, not because she's the elusive Saint Tail.
